If this flat-earther would buy a precision measurement laser that can measure to with accuracy required to verify the difference from the distance between them and the lower part of the buildings in relation to the upper area of the buildings, then yes, they would see that the buildings are not exactly parallel with their own direction of straight up where they are. Yes, and curvature of the earth will indeed lean those buildings away, even though they are straight up and down in relation to their own location and gravity.
