Either God had no intention of wiping out Israel, and just wanted Moses to pray, or He did intend on wiping out Israel and changed His mind after Moses pleaded with Him.

If He never intended to wipe out Israel, then He was lying, because He said "I'm going to wipe out Israel." If He did intend to wipe out Israel, then He changed His mind.

One of these options requires God to have lied, which I don't think He'd do. So that's why I say that God does change His mind.

You also need to consider that God has promised His wrath many, many times in the Old Testament, sometimes enforcing it as stated, sometimes not. But the MOST crucial thing to understand is that Christ paid for ALL of the sins of mankind, before, during, and after His time on Earth.

Just because a physical destruction of Israel did not take place does NOT mean the price was not paid for it...it most certainly was paid, in full!
