To be "under the shadow of His wings meant 3 things to an Israelite-
1. There were two constellations one at each end of a shepards visible range, the Hebrews considered this a sign that their God was everywhere and always watching over them- it was also a source of direction and they used them as a compass to guide their paths
2. In the Holy Place were the priest offered sacrifice to the Lord there were two Cheribum with outstretched wings covering the place were the priest offered His service
3. Upon the ark of the covenant sat the mercy seat were the blood of the lamb was applied to atone for sin there rested another pair of cheribum with outstreched wings touching forming a covering over the books of the Law and the Rod of Moses
To be under the shadow of His wings means to be always close to Him- seeking Him ,following Him , serving Him and entering into His most holy Presence- there is no better place to be.
