A pastor made this statement about God . . .
“He is a just God but not a fair God.” I looked up these definitions, and this is what I found . . . Just means – fair and impartial in acting or judging. Fair means – just and honest; consistent with rules; impartial. So, how can God be just but not fair?

I think I know what he was attempting to get at...badly.
Matthew 5:45 that you may be sons of your Father in heaven; for He makes His sun rise on the evil and on the good, and sends rain on the just and on the unjust. This doesn't seem fair to us...yet if God causes it...it must be fair. Our interpretation of fair is what is out of sinc here. What exactly is my fair share? Do I get what I deserve...or more than I deserve? What about you? If we were to judge God on on this as His fairness...we would say He is unfair. The just surely deserve a greater portion of His blessings. Don't they? I think this is the line of thinking your pastor was making an attempt to explain.

I think that to humans just and fair could be different. However, with God truly fair is truly just. We let sin and human views cloud the facts. As humans we punish criminals for sins (crimes) then they are free after their punishment because it is fair. To God a sin is a sin is a sin and punishable by death. We as humans cannot pay the price or ever be free from the sin on our own. That is fair and Just. Jesus paid the price and sets us free.

I agree with kitsap.
God is just and therefore is not "fair" according to man's understanding. ![]() I mean.. is it fair that so many thousands die from hunger? etc?
