The seventh and the eighth verses are clearly meant to be understood in the light of the ninth. You cannot put a puzzle togeather in the wrong order and nor can you get the whole picture with pieces missing.

I think it's more understandable to me about graven images because in those days they made images to be worshipped and they had more of a purpose, like the goddess Diana.
