Actually God blinds people as well....
Joh 12:39-40 Therefore they could not believe. For again Isaiah said, (40) "He has blinded their eyes and hardened their heart, lest they see with their eyes, and understand with their heart, and turn, and I would heal them."
Satan too though....
2Co 4:4 In their case the god of this world has blinded the minds of the unbelievers, to keep them from seeing the light of the gospel of the glory of Christ, who is the image of God.
but of course since God is omnipotent and omnipresent Satan can only do what God allows him/it to do in the first place, eg Job...
so yes indeed... unless God opens blinded eyes, blind is what they will remain, and total depravity is proved, as is regeneration precedes faith...
