The two witnesses are not named, nor does Revelation indicate their origin (that is, were they born? Did they just appear?) so we have no basis for assuming they were a reincarnation or reappearance of anybody. If two people were to reappear, the likely candidates would be Enoch and Elijah, who were both taken up alive from the earth. But, again, there is no reason to assume that the two witnesses were anything other than unique individuals.
A number of commentators believe the two witnesses to be symbolic representations rather than two literal individuals, which would, of course, make the whole speculation moot.
