I think a lot of Paul's comments need to be taken in context of the group that he was talking to. In part of the Bible where he talks about not allowing women to preach. That city was having a problem with prostitution and it was a young church. So he took into account that they were newer Christians and didn't want any misconceptions.
What about where he says don't eat meat sacrificed to idols. Then in another book he says eat whatever is put before you without question. It is all a matter of context and who he was writing to at the time.
